What Is WCAG 2.1?

The Web Content Accessibility Guidelines (WCAG) 2.1 are the international standard for web accessibility, published by the W3C. They define how to make web content more accessible to people with disabilities — including visual, auditory, physical, speech, cognitive, language, learning, and neurological disabilities. WCAG 2.1 Level AA is the baseline required by most accessibility laws worldwide, including the ADA in the United States, the European Accessibility Act, and the Equality Act in the UK.

ADA Title II Deadline — April 24, 2026

The US Department of Justice updated ADA Title II to require all state and local government websites to meet WCAG 2.1 Level AA by April 24, 2026. This affects every government entity: cities, counties, public schools, universities, courts, libraries, transit agencies, and more. Non-compliance means legal exposure to lawsuits — over 5,000 ADA digital accessibility lawsuits were filed in 2025 alone. Use this checklist to audit your site before the deadline.

The Four WCAG Principles (POUR)

POUR Framework

  • Perceivable: Information must be presentable in ways all users can perceive (alt text, captions, contrast)
  • Operable: Interface components must be operable by all users (keyboard access, no time limits, no seizures)
  • Understandable: Information and operation must be understandable (readable text, predictable behavior, error prevention)
  • Robust: Content must be robust enough to work with assistive technologies (valid HTML, ARIA, name/role/value)
