National Pay Scale 2015 Explained

The National Pay Scale 2015 is the current salary structure for all Bangladesh government employees. It was introduced to replace the 2009 pay scale and covers 20 grades from the highest-ranking Secretary (Grade 1) to support staff like peons and guards (Grade 20). The pay scale defines the basic salary for each grade, and all allowances are calculated as percentages of this basic amount. Government employees receive annual increments of 5% on their basic pay, which means salaries grow each year based on length of service. The pay scale applies to all ministries, departments, and autonomous bodies under the government.

Salary Components Breakdown

A Bangladesh government employee's total salary consists of several components beyond the basic pay. House Rent Allowance is the largest, calculated at 45% of basic pay in Dhaka Metropolitan area, 40% in other metropolitan cities like Chittagong, Rajshahi, and Khulna, and 35% in other areas. Minimum house rent is ৳16,000 for Dhaka, ৳8,000 for other metro cities, and ৳5,000 elsewhere. Medical Allowance is a flat ৳1,500 for all grades. Transport Allowance varies by grade and location. The General Provident Fund (GPF) is a mandatory deduction, typically 10% of basic pay, which accumulates as a retirement benefit. Dearness Allowance may be granted periodically by government order to offset inflation.

Grade-wise Salary Overview

The 20 grades cover the entire government hierarchy. Grades 1-4 represent senior administrative positions like Secretary, Additional Secretary, Joint Secretary, and Deputy Secretary with basic pay ranging from ৳50,000 to ৳78,000. Grades 5-9 cover mid-level officers including Assistant Secretaries and Engineers earning ৳22,000 to ৳43,000. Grades 10-14 include teachers, inspectors, and assistants with basic pay between ৳10,200 and ৳16,000. Grades 15-20 cover clerical and support staff earning ৳8,250 to ৳9,700 basic pay. Each grade has a defined scale with annual increments that increase the basic pay by 5% per year of service.

Government Employee Benefits

Beyond monthly salary, government employees enjoy several benefits. Festival Bonus equals one month's basic pay and is paid twice a year during Eid-ul-Fitr and Eid-ul-Adha, totaling two months' basic pay annually. Employees also receive Bangla New Year allowance, pension upon retirement, gratuity payment, and group insurance coverage. Government employees are eligible for house building loans and car loans at subsidized rates. Education allowances for children, rural area postings allowances, and hill tract allowances add further benefits for eligible employees. These benefits make government jobs among the most sought-after in Bangladesh.
