What Is the National Rental Assistance Scheme (NRAS)?
The National Rental Assistance Scheme is a government initiative designed to help Ghanaians afford housing by eliminating the barrier of large upfront rent advance payments. Under NRAS, qualifying tenants can have their rent advance paid to the landlord by the scheme, and then repay the amount in monthly instalments. This transforms a prohibitive lump-sum payment into manageable monthly costs. The scheme was introduced alongside the Rent Act, 2024, which capped rent advance at 6 months for residential properties, to further ease the housing affordability crisis in Ghana.
How NRAS Works
Eligible tenants apply through the NRAS programme, providing details of their tenancy agreement, income, and employment status. Once approved, NRAS pays the rent advance directly to the landlord. The tenant then repays NRAS in monthly instalments over the agreed period. Depending on the programme terms, the repayment may be interest-free or carry a low administrative fee. This model benefits both landlords (who receive their advance in full) and tenants (who avoid the cash-flow shock of a large upfront payment). The scheme focuses on formal sector workers with regular income who can demonstrate ability to make monthly repayments.

Comparing NRAS with Direct Advance Payment
Paying rent advance directly is always cheaper in absolute terms because there is no interest or administrative fee. However, the financial reality for many Ghanaians is that saving 6 months of rent upfront is extremely difficult, sometimes requiring years of saving or borrowing from family and friends. NRAS provides an alternative path to housing by converting the lump sum into affordable monthly payments. The small interest cost (if any) is the price of accessibility. For many tenants, the ability to secure housing immediately and pay over time is well worth the marginal additional cost.
