Who Can Apply for an HDB BTO Flat in Singapore?
HDB BTO (Build-To-Order) flats are subsidised public housing available to eligible Singapore households. To apply, at least one applicant in the household must be a Singapore Citizen (SC). Permanent Residents (PRs) cannot apply for a BTO flat on their own — a PR-only household must look at the Parenthood Provisional Housing Scheme (PPHS) instead. The minimum age for most application schemes is 21 years old. Singles applying under the Single Singapore Citizen Scheme must be at least 35 years old and can only apply for 2-Room Flexi flats in non-mature estates.
Three application schemes exist for BTO: the Public Scheme covers married couples or those forming a family nucleus; the Single Singapore Citizen Scheme is for singles aged 35 and above; and the Joint Singles Scheme allows two to four single SCs aged 35 and above to apply together as co-owners. Choosing the right scheme affects which flat types you can ballot for and the size of grants available.

HDB BTO Income Ceiling and Flat Types
Singapore's HDB BTO income ceiling determines which flat types you can apply for based on your gross monthly household income. For 2-Room Flexi and 3-Room BTO flats in non-mature estates, the ceiling is S$7,000 per month. This lower threshold is designed to prioritise lower-income families for smaller, more affordable flats. For 3-Room flats in mature estates and Prime Location Housing (PLH) projects, the ceiling rises to S$14,000. For 4-Room, 5-Room, and Executive flats, the income ceiling is also S$14,000 per month.
Income is assessed based on the average gross monthly household income over the 12 months before the application date. All applicants listed in the flat application must be included in the household income computation. This includes base salary, overtime pay, commissions, allowances, and business income — before CPF deductions.

Enhanced CPF Housing Grant (EHG) for BTO Buyers
The Enhanced CPF Housing Grant (EHG) is an income-tested housing grant available to eligible first-timer families and singles buying new BTO flats or resale HDB flats. It replaced the Additional CPF Housing Grant (AHG) and Special CPF Housing Grant (SHG) in September 2019. For first-timer families, the maximum EHG is S$80,000 for households earning S$1,500 or below per month, tapering down in steps to S$5,000 for households earning up to S$11,000. Households above S$11,000 per month do not qualify.
First-Timer applicants have a significant advantage in the BTO ballot: they receive more ballot chances and higher priority across all flat types. A household is classified as a First-Timer if none of the applicants has previously received a housing subsidy — meaning no one has previously owned an HDB flat as a buyer, received the CPF Housing Grant, or been an essential occupier of a subsidised flat. Being a First-Timer not only boosts ballot chances but also maximises grant eligibility for the EHG, which is not available to Second-Timer families.
