Hong Kong 2028 property stamp duty (Ad Valorem Duty, AVD) uses two scales. Scale 2: progressive 1.5%-4.25% for Hong Kong permanent residents buying their first home (no other property). Scale 1: flat 7.5% for non-residents or second/subsequent properties. Special Stamp Duty + Buyer's Stamp Duty abolished Feb 2024.
Feb 2024 Cooling Measures Removed
Special Stamp Duty (SSD — resale within 3 years), Buyer's Stamp Duty (BSD — 15% for non-PR), New Residential SD all removed Feb 2024. Major housing market policy reversal after multi-year downturn. Scale 1 + Scale 2 remain.
Scale 2 Progressive
HK$3m or less: 1.5%. HK$3m-4m: 2.25%. HK$4m-6m: 3%. HK$6m-9m: 3.75%. HK$9m+: 4.25%. Marginal bands — top rate 4.25% only on amount above HK$9m. Designed to favor first-home middle-income buyers.
Property Tax (Annual)
Separate from stamp duty: HK Property Tax 15% on rental income (after 20% standard deduction) — only if let. Owner-occupied: no property tax. Profits Tax may apply if property rental as business.
