The CPF Investment Scheme (CPFIS) lets you invest your CPF Ordinary Account (CPFIS-OA) and Special Account (CPFIS-SA) balances in approved unit trusts, ETFs, bonds, and direct stocks. CPFIS-OA requires SGD 20,000 buffer (which still earns 2.5% guaranteed). CPFIS-SA only allows investment of SA balance above SGD 40,000. Stocks are capped at 35% of investable amount, gold at 10%.

CPFIS-OA vs CPFIS-SA Rules

CPFIS-OA: OA above the SGD 20,000 buffer is investable in unit trusts, bonds, ETFs (including SPDR STI ETF, Nikko AM SREIT ETF), gold (capped 10%), insurance products, and direct stocks (capped 35%). The OA buffer keeps earning the 2.5% guaranteed interest. CPFIS-SA: only SA balance above SGD 40,000 is investable. The product universe is much narrower — mostly Risk Class 1-3 lower-risk funds and selected ETFs. No gold, no direct stocks. Crucially, SA earns 4.0% guaranteed (5% on first SGD 60k combined balance) — your CPFIS-SA investment must beat that net of fees to be worth it.

Historical Performance and 2024 Reform

CPF Board's published performance reviews consistently show that 70-85% of CPFIS-OA investors underperform the 2.5% OA guarantee net of fees. Sales loads (up to 3%) on traditional unit trusts erode returns. Low-cost platforms like Endowus, FSMOne, and SaxoCPF offer zero-load funds — these have shifted the math toward CPFIS being viable for diversified low-cost portfolios. The 2024 CPF reform closes the Special Account for members aged 55+ once Full Retirement Sum is met — SA balance transfers to OA, making CPFIS-SA increasingly irrelevant for older members. Younger members still benefit from CPFIS-SA but should price-compare carefully.
