The CPF Ceiling Phase-In

Singapore announced in Budget 2023 a three-step increase of the CPF Ordinary Wage (OW) monthly ceiling from $6,000 to $8,000. The phase-in: $6,800 from January 2024, $7,400 from January 2025-26, $8,000 from January 2027.

Who Benefits and Who Pays More

Salary above $7,400/month: more salary is now subject to CPF contribution. Higher CPF savings, lower take-home. At $9,000/month, an additional $600 × 37% (combined EE+ER for under-55) = $222/month additional CPF. Annualized: $2,664.

Salary at or below $7,400/month: no change. The ceiling change only affects high earners who hit the cap.

Strategic Considerations

Higher CPF contribution = forced savings. Useful for retirement (Special Account, Retirement Account) but reduces take-home cash flow. PRs and high earners considering relocation should factor this in.

Self-employed: not subject to OW ceiling — they use the Net Trade Income (NTI) self-contribution rates. Bonus income still capped by AW $102,000/year.

Aligning with Retirement Planning

Higher CPF balance growth = larger retirement nest egg via OA (Ordinary Account) and SA (Special Account). At age 55, OA + SA combine into Retirement Account up to the Full Retirement Sum.

Use the increased contribution to plan: max retirement contributions, ensure housing pledge allocations align, plan SA top-ups before age 55 for additional tax relief.
