How Singapore Property Tax Is Calculated
Singapore property tax is a wealth tax on the Annual Value (AV) — the estimated annual rent your property could fetch. IRAS publishes AV bands and applies progressive rates depending on whether you live in the property (owner-occupied) or rent it out / leave it vacant (non-owner-occupied). The top owner-occupied rate is 32% on AV above S$100,000; the top non-owner-occupied rate is 36% on AV above S$60,000 (source: iras.gov.sg/property-tax).
Owner-Occupied vs Non-Owner-Occupied Rates
The owner-occupied schedule is the most generous: 0% on the first S$12,000, climbing in seven bands to 32%. Non-owner-occupied (rentals and vacant homes) has just three bands: 12% / 20% / 36%. The non-owner schedule is intentionally punitive to discourage residential property speculation. Apply for owner-occupier concession via myTax Portal within 30 days of moving in.
AV Revision and Appeals
IRAS reviews AV annually based on rental market data from URA. If your AV jumps unexpectedly (e.g. neighborhood rentals rose 15%), you can appeal within 30 days of receiving the Valuation Notice. Supporting evidence: rental comparables from PropertyGuru / URA, lower asking rents on similar units in the same block, recent transacted rentals from URA SRX. Successful appeals can save 10–20% on the year's tax.
Payment Schedule and GIRO Discount
Property tax bills arrive in December for the following year. Pay by 31 January via GIRO, internet banking, AXS, or PayNow. GIRO offers 12 interest-free installments (Jan–Dec) — strongly recommended for higher-AV properties. Late payment incurs 5% penalty plus enforcement action by Singapore Land Authority.
