Singapore Work Pass Categories
Three main passes: (1) Employment Pass (EP) — for professionals, monthly salary > S$5,000 (Sept 2025). (2) S-Pass — mid-skilled, > S$3,150. (3) Work Permit — manual labor, sector-specific. Each has different qualifying criteria, levies, and quotas.
Dependency Ratio Ceiling
Caps foreign worker share of total workforce by sector: Services 35%, Manufacturing 60%, Construction/Process 87.5%, Marine 77.5%. Local employee count includes Singaporeans and PRs only. Foreign workers above DRC violate Employment of Foreign Manpower Act — heavy fines.
Work Permit Levy Tiers
Tier 1 (lowest 10% of allowed foreign): S$550/month. Tier 2: S$650/month. Tier 3 (highest beyond allowed proportion): S$950/month. Tiered to discourage over-reliance on foreign labor. Encourages productivity investments + local hiring.
